Further to my message about William Steer who was in Folkeston in 1877 I have now located him and his family on the 1891 London census as a "Beer House keeper" in Shadwell Limehouse Tower Hamlets and he gives his birthplace as COPPLESTONE DEVON and age as 54.
He has a second wife called Jane 39 born in Walpole Suffolk
his children by his previous wife Annie are
William J born Norwood Surrey an engineer? aged 21
Lucy aged 14 -born Folkestone Kent 1877-actually Mary Sarah Lucy Steer

and a baby Henry aged 1 born Shadwell London by his wife Jane

in the 1901 index William jnr and Henry aged 11 are both listed in Clerkenwell-William as a licensed victualler

does anyone know this family and anything of William snr's ancestry as I am now stuck again!
