William STEER appears on the 1891 census in Shadwell, Limehouse, Tower Hamlets as a beer house keeper aged 54 born Copplestone, Devon. With him are Jane (his second wife nee CRACKNELL) aged 39, born Walpole, Suffolk, son William J. aged 21, born Norwood, Surrey, daughter Lucy aged 14, born Folkestone, Kent and son Henry aged 1, born Shadwell, London.

If the ages are accurate, William senior was born 1836/7 in Copplestone, Devon and baptised in one of the nearby parishes - Copplestone has never been an ecclesiastical parish.

He was in Folkestone 1877 as a lodging housekeeper when Lucy was born and then have moved to London either shortly after or at least within a few years.

His first wife was Annie DOUGHERTY who may have died in December, 1884, aged 43 in Whitechapel.

But I cannot find him on the 1881 census. I may have missed something obvious. Don't think so - I have checked through all the Williams in Kent and London whose surname started with S and were born in Devon, but I'm getting punch drunk.

If this entry can be found it would help enormously.
