Hi Sara

In the 1891 census I found:
St. Andrews, Plymouth
29 Arundel crescent

EMMA STEER, 30, head, housekeeper, born Plymouth
WILLIAM, 34, brother, carpenter/joiner, born ditto
JOHN, 32, brother,painter/paper hanger, born ditto
ALBERT, 12, SON, born ditto

It would appear that Albert was the son of Emma!!!

I was unable to find anything about Precilla - you didn't give her married
name.
I was unable to find anyone in the 1871 census as the census I have access
to does not yet cover all counties - Cornwall is not included.
