None of these names tie up with the four children you listed.

The Elizabeth HILL that John found looks more likely, but without knowing
the source of your Charles, George Albert, Elizabeth and Maud Mary, I can't
be certain.

There is another option that could fit this scenario. Perhaps Elizabeth
never married a STEER, but was a common law wife. The children may well have
been registered and/or baptised as STEER, but Elizabeth remained HILL. My
grandfather was registered as STEER even though his mother did not marry
until two months later - she is recorded as Eliza Jane LUSCOMBE and I'm
fairly sure that there is a family in Aveton Gifford at about the same time
who were all baptised as JEWELL, but appear on the census as STEER.

So perhaps the question should be - who and where was the STEER father?

He may have been working away, a sailor, in the army or even had two
families. I have twenty-six entries for Charles on the 1881 census that are
just possible, but won't bore you with the details, as I'm no longer sure
that it was a Charles.
