This makes far more sense. The only thing I do not understand is that
Elizabeth Hill uses her maiden name throughout. How can she be
unmarried, then widowed and then married and still be Hill? Or were some
ladies liberated enough in those days to use their maiden names
throughout?

In the 1891 census, there is a William Reeve, listed as "nurse child"
living with Elizabeth and the 2 youngest children. What is a nurse
child?

I can add the following 1891 and 1901 census entries to the previous
1881
entry. Elizabeth HILL is recorded as a widow in 1891 and married in
1901.

I think this is Charles though the age is wrong. The information would
be
given by the head of the house who may not have known and maybe didn't
ask.
I can't find a Charles Steer that matches this 30 year old in the 1881 &
1891 censuses.
