Perhaps she never married, at least in a legal sense. Maybe her common law
husband/husbands could not get a divorce, which would have been expensive or
there could have been some other reason like her dead sister marrying the
chap first.

<Or were some ladies liberated enough in those days to use their maiden
names throughout?>

I've never found one in England at that date and the confusing addition of a
maiden name seems to have originated in North America. However there are
examples of the husband changing his name to match the maiden name of the
wife as part of the conditions of a will.
