There is a Joseph Stier in Portsea, born Bath, in 1891 census, as follows

Elizabeth Stier, Wife, Mar, F, 26, Living on own means, Hants, Portsmouth
May Stier, Daur, F, 6, Hants, Portsmouth
Ethel Stier, Daur, F, 4, Hants, Portsmouth
William Pipperell, Nephew, M, Unm, 16, Hants, Portsmouth
Edith Pipperell, Neice, F, Unm, 15, Hants, Portsmouth
Living at Egremont House, Chetwynd Road, Portsea, Portsmouth
RG 12/875 Folio 60 p25
Were eminent orchestra leaders professional at that time, might he have
done that in his days off?!
My father and uncle remember my great grandfather, Philip Steer as Manager
of the Waterworks at Oldham, but all references that I have found are for
labourer and navvy.
Sometimes memories play tricks, other times there may be a kernel of truth,
elaborated over time.
If no one else has done so in the mean time, I'll try to find them in 1901
census for you later
