Jack, There is so much unknown about this family in USA - when and why they went, if and why they returned to England and why they went back again.
Speculation only at present, and likely to remain so.

John Thomas STEER, uncle of Harry William Vernon STEER and Florence Mary STEER was appointed as joint executor of their father's Will in 1881, in which William STEER left all his money and property to the two youngsters, aged 10 and 7.
Either acting in their best interests and providing a better life for them, or playing the role of big, bad uncle, getting them out of the way, the children were sent/taken to USA.
It is worth noting that the first available records for them in USA are in Oklahoma in 1900. Oklahoma was partially Indian Territory in 1881 - depending where the children were sent, they could have been right in the middle of fighting and difficult times- perhaps an easy way to get rid of them.
But it would take a large chunk out of the inheritance to do this, so perhaps Uncle John was a goody after all.

1890 USA Census was destroyed in the main, the first records found for them are in 1900 USA census, so no idea what happened to the children in the intervening years.
John Thomas STEER is missing from 1891 England census, shipping records have him landing in Nebraska in 1885 (Is this when the children were taken to USA, perhaps with their cousin John Horace?). He is back in England for 1901 England census.

On the basis of probability I think that 1901 England census has incorrect age for John Errol STEER and that his parents did not go to USA prior to 1892. As to age at first marriage for John Horace STEER, perhaps he married twice.
There are numerous discrepancies in years of immigration and naturalisation of this family from census to census and I know that both John Horace STEER and Mary Ann SPECK give immigration earlier than this. Ancestry newsletter yesterday gave clues as to where to find naturalisation records, and the sort of information found on them. This might be the way to go forward with this family, to see if definite names, places and years can be established.
Neither John Horace STEER nor Errol John STEER found in 1910 US census

I have no explanations, only conjecture.
