I think the answer is yes and it could be either

<I don't know much about the process of naturalisation, but think it might
take more than 2 years, more like 5 years. And perhaps not at age 13.>

I suspect that naturalisation in nineteenth century America was both easy
and quick. But the age makes me wonder if he really did take that route in
1884.

<I think I am at a full stop with this family in America.>

I have rechecked 1901 census, and John E STEER definitely given before his
sister, and aged 17.
Didn't find marriage record for Errol John and Katherine C.

I didn't look it up on the map until you said. It is indeed landlocked, I
have looked at the references again, how can they both be on page 133?

Shipping/naturalisation records may provide further clues. The above
record for John Thomas STEER shows that he was primary immigrant - does this

A lot of claims on US census for this family appear to be incorrect and
inconsistent.
Harry W V STEER claims immigration in 1882, naturalisation in 1884. His
sister Florence Mary claims immigration 1884, naturalisation by marriage in
1901. I think it perhaps unlikely that they went separately, though they
may have done.
I don't know much about the process of naturalisation, but think it might
take more than 2 years, more like 5 years. And perhaps not at age 13.
''From 1824 to 1906, minor aliens who had arrived in the United States as a
minor at least 3 years before their 18th birthday could petition for
naturalization at the age of 21.''

John Horace STEER and Mary Ann SPECK claim immigration in 1881,
naturalisation in 1890 (1920). By 1930, John Horace has changed his mind to
having immigrated in 1887.

Without access to US records, and without more knowledge of what I should be
looking for/at (such as where Nebraska is!!), I think I am at a full stop
with this family in America.
