This sum wasn't the cost of the licence. What John Harvey and Adam
Hewke were doing was swearing that there was no impediment to the
marriage. The 200 pounds was the amount of the bond that they were
entering into that what they were swearing was true. If, later, it was
discovered that their was indeed an impediment to the marriage , eg that
John's first wife was still alive, only then would the pair of them
have to stump up the money, ie for making a false declaration. (Think
of it as something similar to bail in court proceedings: you don't have
to surrender the sum set for bail unless you fail to turn up for the
trial.)
