Hi follks

According to "Oxford Companion to Local & Family History" - "From the late
16th century to 1677 the government issued licenses to pass beyond the seas.
A register of passports from 1795 onwards is kept at the PRO under FO 610.
Indexes of names are available for 1851 - 62 and 1874 -98 under FO 611. The
modern type of passport with a description and photograph of thr holder was
introduced in 1921"

That obviously leaves a lot of questions but at least it gives you somewhere
to start.
