I know there were persons not counted in 1990 -- at least I read of all the
outcry to that effect. I also understand that the largest group of this
type were those in the genric "homeless" arena (don't suppose you were in
this group, Karla!? <g>).
I can remember a few other censuses and things were somewhat different.
During the 1950 census, I remember my paternal GM being interviewed by the
enumerator. In 1960, I was in the process of being transferred by the Navy
and completed the census form as my old assignment. In 1970, I lived in
FL, completed a form sent to me, and then turned that form into the
enumerator during their visit. In 1980, I completed the form and mailed it
in (no enumerator paid me a visit). In 1990, again the form and no visit.
Karla, how would you know that you weren't counted in 1990. That is, I
assume that you didn't fill out a form, but did someone else? In 1980, I
was working in a position that was very concerned with the results of the
census. When I (or one of my co-workers) would encounter someone later
that thought they had not been counted, we would check it out. At the time
I left, we had found that everyone of them had been counted (i.e., they
were included by someone else on their form).
In every census, there will be some that will fall through the cracks.
Hopefully, these will be as few as possible. The largest potential group
are those that are mobile on "enumeration day". This wouuld include those
that are homeless or just traveling (moving residences and/or taking
extended vacations (outside the country?)). The homeless group is the
largest of these and the one that caused the biggest outcry of 1990, but we
also need to be sure that others are enumerated also.
