Well, I am not 100% certain I wasn't enumerated in 1990, but I think it's
pretty likely.

In 1980 an enumerator walked through my college dormitory and questioned
me. But in 1990 I lived on a boat and was either self employed or working
part-time. No form came to my P.O. box, and as liveaboards were officially
not allowed at my marina (though in practice permitted) I'd be surprised if
the marina management enumerated me or any of my neighbors. My guess is
that the census does a generally poor job in counting the country's
liveaboards--for some the boat is a primary residence, for others a
part-time residence, some liveaboards spend a lot of time at sea, many
liveaboards do so illegally, etc.

This is a whole group of people ranging from rich to poor, babies to the
elderly, men and women.

Just something to think about. If no records about my life 1984-1992 were
to survive that suggested I lived on a boat, family historians of the
future would never guess where I had lived during that time. I wonder how
many ancestors lived on boats or were in transit in covered wagons or
whatnot during past enumerations?

Karla, how would you know that you weren't counted in 1990. That is, I
assume that you didn't fill out a form, but did someone else?
