Subject: TMG-L: Adding Siblings Without Parents

I have a situation in which I know two siblings, but do not know their
parents.
Both siblings are in TMG as individuals with no relationship. When I
make one
of the siblings the primary focus and do an "add sister", I get an error
message
from TMG that says "Neither of the subject's parents are known so
siblings cannot
be created". This doesn't seem quite right. It seems entirely
reasonable that one
can know of siblings without knowing who their parents are. How do I
accomplish
establishing this relationship without setting up some "dummy" parents?
