Well for Birth Certificates, it works okay (the way I interpret the models)
to enter the name in the First Last form.

However, I would agree that for Letter type sources, the Short Footnote
does do differently than suggested by the model if you follow the Last,
First convention. The alternative for now is to go to the Output Form tab
of the Source Definition Screen, click on the Short Footnote button and
hardcode the full name in the Pattern as you wish it to print in the report.
