A List of People report with an appropriate filter should be of help.
If you have at least approximate birth and death dates for each person, you
could try
Any Birth Group Year is Before [census] AND
Any Death Group Year is After [census - 1]

This approach can be refined to pick up people for whom birth or death
dates are missing. For example,
Any Event Group Year is After [census - 60] AND
Any Event Group Year is Before [census + 60]
would pick up people who were alive within 60 years on either side of the
census. (But it will also pick up people with LDS ordinances performed in
that same period, so be careful, if you have any such.)
