No. Just install v4.0 and immediately apply the v4.0 to v4.0c upgrade.
Then when you open TMG, select your dataset to open.

It is recommended that you have a copy of your System Configuration Backup
before doing a re-install as the install creates a default System
Configuration. Then when you are first open a dataset in TMG, you can do a
Restore of your System Configuration file (Tools=>Options from the top menu
to either Backup or Restore).
