I have tried modifying the List of People, List of Places, List of Events,
Custom Report Writer options. List of People won't give me the location
details I need. List of Places won't give me the personal identification
details I need. List of Events doesn't give me the option for all these
parameters. Why can't I generate the output I need?

Any tag 1851census Tag Exists.

Have the secondary output sent to a flag. I keep one I call RESEARCH for
just this purpose.

Now make a list of persons with the filter
Any tag Birth State = TN (Or whatever state you want) AND
Research flag = (WHATEVER YOU SET IT TO ABOVE) END
That will now give you all the people born in a certain state that also have
already gotten 1851 tags. You could also use County, Parish, Country, or
whatever destination. I usually use state, since the US census was done by
state.

You can have the report give you Name, ID number, Birth date, Death date,
etc.
