In many Source Categories, names should be entered lastname first. This
provides the proper formatting of the name for Full Footnote, Short
Footnote and Bibliography. However, for a few Source Categories (and Birth
Certificate is one of these), a name should be entered lastname last as the
full name is desired in all three citation forms. If you review the models
given in Elizabeth Shown Mills "Evidence!", you'll see the Source
Categories of this nature.
