For what it is worth. If you have a single phole line and are having trouble
with a 56K modem running at a slow speed, look at the drop (the line from
the house to the cable on the street). If it is a flat wire in the air with
only 2 conductors and is fairly long, it is probably the problem with the
speed of the modem. You should call the telephone company and insist that
they replace the outdated line with a nel drop line.

The distance from my house to the street is about 1/4 mile and I had the
outdated telephone line which would only provide limited speed on a 56 K
modem (usually a maximum of 19.6K). I had the drop replaced with a shielded
5 pair buried cable and immediately the speed increased to around 48K or
better.

I no longer have this problem but I am sure that the replacement made my DSL
connection much better than it would have been on the old drop.

The problem is the capacitance effect of the drop cable. This attenuates the
higher frequencies that are necessary for 56k transmission and the modem
does not recoginize them so it selects a speed that it can "hear".

Sorry for the off topic message but I think there are many on the list that
can benefit from this knowledge.
