Blake, you might find looking at the articles on Sources on my TMG Tips web pages helpful. They describe several different approaches to customizing Sources - some using split CDs to create more generic sources that still produce notes similar to the Mills examples, some simpler where most everything goes in the CD, and one style that lets you create individual Sources but enter everything as plain text. Since you've obviously thought about this already, they may give you some additional ideas of ways to accomplish what you have in mind. There are also some discussions of the process of creating custom sources.
