Each time you restore your CFG file you are also restoring the files you
deleted. Apparently the Toolbar files in the CFG backup are also
corrupt. If you have an earlier CFG backup, try it and see if it
works. Once you have restored you CFG and/or updated the System
Configuration including the Toolbars as desired, then do a System
Configuration to eliminate that corrupted CFG.

How much memory do you have? What else is running at the same time? How
many items do you have in your SYSTRAY (like the little speaker icon, maybe
a mouse icon, etc.)? What version of Windows are you using?
