Paul,

I wouldn't expect citations that become duplicate because of a merge of
sources to be merged, because of the issues of what do you do with
potentially different CDs, reference numbers and sureties. And tests
confirm that they are not. If both sources were cited on a tag, you end
up with two citations to the merged source.
