I just ran a filtered Picklist where the filter was

Any Event County Contains Marshall

Set for Primary Names, with a Surname Sort.

I got a filtered PL, but it was not sorted by Surname. It starts with
Anderson and moves through Thomasson then starts with Andersons again, but
this time different Andersons.

What gives?
