I'm not sure about setting it as a default value, but you can set all the ones that you have entered now. I used John Cardinal's utility to help on this. It will set living flag to "N" for all those before the date you specify. If you wanted everyone set to N, I suppose you could just set the date for 2002. Here is the link for info on this option:

I don't believe so. This is a safety measure - it keeps you from entering
somebody as dead if they aren't. This keeps you from putting details about
living people in reports if you don't want to.

The default is ?, unless:
1) you enter a death date, or a burial tag. (A Will tag doesn't exhibit
this behavior.)
2) you enter a birth date which comes before the assumed maximum lifetime.
