There are effectively two types of citations -- the footnote/endnote (full
or short) and the bibliography (or work cited). The difference between the
two is that the footnote (or endnote) points to the text that it supports
and is more detailed (has chapter and verse, so to speak) while the
bibliographic citation is just the main information about the source being
cited and is for the entire report even if it only applies to one single
piece of data in the text.

Another name for the Bibliography is "List of Works
Cited". Footnotes/endnote are spread out in the order in which they are
cited. But the Bibliography is always at the end (like endnotes) but are
sorted so that similar sources are listed together.

That depends on your preference and the audience for the report. In some
cases, my report will have both the footnotes/endnotes when I know that
the audience might be interested. The reader might wish to obtain the
sources (or at least locate them) and verify the information they
support. For example, if the main sources are some books then I might want
to get them and read them for more background or to get a fuller picture of
the person(s) shown in them.
In some reports, I will generate a report with both footnotes/endnotes and
bibliography, but not print the footnotes/endnotes as I know my audience is
not interested. But I always include a bibliography (as a list of works
referenced) so that a later reader (20 or 50 years later -- the child of my
initial audience maybe) can know at least generally where I got my information.

The Bibliography can be included (later when word processors are supported)
in a report or printed separately. At the present time it can only be
generated for a report and printed separately. So when you create a
narrative report with footnotes/endnotes and select to include the
bibliography, it will accumulate for separate printing.
