How much of that is occupied by the OS file cache? Windows has
/always/ tried to fill "unused" memory with pre-fetched file contents, only
releasing the cache as applications require memory for code.

I don't know if XP allows one to set up the equivalent of the
"[vcache]" entries that W9x honored. I have the cache limited to about
16MB. When I added the [vcache] parameters, my "cold boot" free memory
/doubled/ (at the time, I had 128MB on the machine, and after a boot only
32MB was free -- add vcache limits and the machine showed 64MB free. I now
have 256MB, and a cold boot shows 140MB free).
