From the WG Newsletter dated 22 April 2004 announcing update to 5.12....

o NEW support for a [Y] variable to return the year of an event or name.
NOTE: a year is returned only in the case
of exact, before, after, circa, and say dates.
Between, either/or, from/to, and irregular
dates return "an unknown year". The qualifier
is NOT returned, and no preposition is added.
e.g., "[P] appeared in the census of [Y]...")
