Virginia:

I just tested the above theory and it's correct. On a new installation if
no custom toolbars have been created there are no .tbr files. If you then
create a custom toolbar and don't use the name Custom the new toolbar is
created but there is still no Custom.tbr...and it seems to be the absence
of the custom.tbr file that has been causing the problems users have in
getting the custom toolbar to hold in their layouts.

Would you like to report it to the developers since you've been working
closely with the users on this problem???
