Do you mean literally globally, meaning change the flag to the same
setting for every person in the dataset, or to change it for a large
but selected set of persons?

In either case, the List of People report will do it. Under Options,
go to the Secondary Output tab, and check Change Flag, then select the
flag to be changed and the value you want to change to.

Then, back on the main screen of the report definition, select who
will be changed. If it's everyone, use "All people in the project." If
it's a selected group, chose "Filtered Group," and construct a
suitable filter, or chose "Focus Group" or "Selected people on the
Project Explorer." For the last two, of course, you have to populate
the Focus Group or select the people in the Project Explorer before
going to the report definition.
