In Backup, Step 3: Options, in the section on the lower left side check the box "Language customizations".
In Restore, you can either restore the project data, customizations only, or both. You will normally select "both".
I have some reason to believe, or at least hope, that future upgrades of TMG will be able to transfer language customizations along with project data.
