Win98.
As you can see from the backup issue responses, a significant portion of the
user base is probably still using 16-bit operating systems.
I have a box sitting behind me running WinME that I crank up when an issue
like this comes up that requires testing. But I don't routinely test on it.
There are too few hours in the day and I already use too many of them.
