The Selective Service System is and always has been just that:
"Selective". Both my grandfathers registered during WW I, my father
registered during WW II, and I registered during Korea. I was the only
one of the four of us who was "Selected". No published exemptions, just
the luck of the draw. There were some criteria which exempted some
persons, at least temporarily, such as physical condition, and employment
in an industry critical to national defense, or to the support of the
local community.
