Not necessarily. If the county was dissolved, the records could be moved to
a sister county, or only be available at the state archives. I prefer to
record the place as it was at the time mentioned, but that doesn't mean I
won't explain in detail where that place is now, and how it came to be in
the memo field of the tag.

Right on! As political subdivisions changed often, if you are looking for
land records, court records, probate records, etc., you had better be
looking in the right county, because the county in which the event took
place is the county where the record will be found, regardless of what
county the site of the event is in now.
