Subject: Double Commas in Census Sentence

Given the following sentence (from Terry's census tags):
[P] <|and [PO]> appeared on the 1920 Federal Census of< [LCI],>< [LCN],>
[LS]<, at [LD]><, enumerated [D]><, [M]>.
And the following data in the actual Census tag:
Date: 12 Jan 1920
Detail: District 3, Ward 9
City: Riverside
County: Riverside county
State: CA
I get double commas after the Place Detail in the report: "He and Thresa
Corbitt HALL appeared on the 1920 Federal Census of Riverside, Riverside
county, CA, at District 3, Ward 9,, enumerated 12 Jan 1920."
But if the Detail is just "District 3", the output is OK: "He and Thresa
Corbitt HALL appeared on the 1920 Federal Census of Riverside, Riverside
county, CA, at District 3, enumerated 12 Jan 1920."
I tried various combinations of place elements with and without the date.
The output is fine EXCEPT when the place detail includes a comma as below.
Any ideas?
