Doug:
One of your best resources may be the book, "Photographers: A Sourcebook
for Historical Research," Peter E. Palmquist, Ed, Carl Mautz Publishing,
Nevada City, CA., 2000, 154pp., softbound. It is a compendium of all
Directories of photographers from countries all over the world. It's
divided by country and then by state, and for each tells your where, and
what, directories of photographers are available, or if there isn't a
published directory what other sources can give you the same
information. It even includes listings of people who have amassed such
information on computers but have not published. All contact information
is given.
As a bonus, there are essays from contributing researchers on how to
approach photographic research.
