There is no action/keys pressed, etc. It happens during a normal
startup. Since it is very random it is impossible to see if running VFI
has any effect on it. I have noticed, as Jill said, that it wipes out
your preference for the welcome window closed and start up data set so I
presume it must be something that happens when trying to open a project,
not opening TMG.
I am running on a network and it seems only to happen on the machine
that has to access the project over the network on the first machine
which is a much slower startup.

As to your problem, when the message appears, what had you been doing?
What keys had you pressed? Is it the same every time? Have you run
File->Maintenance->Verify File Integrity from the Main Menu?
