I use one Census tag for all census years. I want to find everyone who does
not have a 1930 census tag. I have tried a List of People Report with three
filters. The last filter doesn't work.

Field = Census
Subfield = Date
Operator = Does not come after
Value = 1929

The above - whether used with the other two filters or used alone - finds
people both with and without census dates of 1930. Substituting "year" for
"date" in the subfield produces the same result. A single filter with
"census date equals 1930" finds people both with and without census tags
with a date of 1930. What am I missing?
