That was the only thing I could think of also. The events happened in the
proper sequence. What was also weird is that he is signed up for the 3rd
registration 4 days before the start.

Could it be that as a civilian, he signed up and then decided to join a
branch of military and signed up yet again?

Hi Jill,
I didn't think that the civilian registration differed from the WW1 draft.
I just Googled WW1 civilian registration and got this page:

If this information is correct, it was referred to as a civilian
registration because only men who were civilians were required to register.
If you learn that there was a difference, I'd appreciate if you would share
the information.
