The source information for the two databases on ancestry provides the
answer.
The Free index came from the following public record:
Banks, Ray, comp.. WWI Civilian Draft Registrations
[database on-line]. Provo, UT, USA: The Generations
Network, Inc., 2000. Original data: United States,
Selective Service System. Draft Registration Cards,
1917-1918. Washington, D.C.: National Archives and
Records Administration, 1987-1988. Microfilm
Publications: M1509.
The pay index was generated from the cards themselves. Ancestry indexed the
cards themselves and scanned the images (or contracted for it).
Ancestry.com. World War I Draft Registration Cards,
1917-1918 [database on-line]. Provo, UT, USA: The
Generations Network, Inc., 2005. Original data: United
States, Selective Service System. World War I Selective
Service System Draft Registration Cards, 1917-1918.
Washington, D.C.: National Archives and Records
Administration. M1509, 4,582 rolls.
I note this WWI card index is now complete so thanks for the reminder to go
back and find the registration those I could not find because they lived in
one of the last states indexed.

One of the databases was created before they got the images. When they got
the images they started a new database with the same data and did not remove
the original database.
