Marty,
When you use the term "publish" do you mean to a website and/or CD or do you mean a traditional book?
While Second Site is a great program for doing the former it seems to me to be ill-suited to traditional book publishing without a LOT of cobblework that can be done easier in TMG itself or in a wordprocessing program; unless, of course, you use two sets of tags - one for Printed output and one for SS output.
