FOUND IT !!

Found a way to create a report that gives me ALL tags with ALL source CITES
for a particular person (2 exceptions, see below).
No more having to open / close tags to find out which cite was used for tags
on a subject's detail view (person view) -- report to screen (or printout)
puts the information in front of me so can edit where needed.

Use List of Citations (LOC) report --
Filtered group: Linked Event > Any Principal ID > equals > ___ END

The gives all events with cites for that person -- except it does not give
witnessed events or children events.
Under Options, I checked _show excluded data_ on the Miscellaneous tab.

The output is by citation number.
The report displays the citation number, citation abbreviation, citation
detail, citation surety.
Also the tag label, tag date, subject name, place and tag memo content
are displayed.

This is as close as I can get to what I want within current TMG abilities.
