A short note to Thank everyone who responded to my message
especially Jim Byram and Dennis Bieber. I wanted to share the solution with
everyone in case others are having similar problems. The secret here was to
completely move all of my data out of my user account to C:\The Master
Genealogist V7 Once I created this folder it restored without problem.
Obviously this was some kind of permissions problem although I am not quite
sure why. I had administrator rights on both the account that the file was
backed up on and the account that it was backed up to. Some protocol was
obviously changed between version 6 & 7. It works now so I am extremely
happy.

My recommendation is that you move the exhibits completely OUT of
the "documents and settings" path...
If you only have one partition on each machine, I'd suggest
creating a "C:\TMG Exhibits\" directory; move the exhibits on one of the
machines to the new location. Run VFI including the option to search for
external files -- redirect those missing exhibits to the new location. THEN
create your backup.
Personally -- I'd also suggest creating an Admin account with a
password, and then downgrading ALL user accounts to plain user. Not even MY
admin account can directly modify files in parts of my User account --
since, as the user, I set the file security to prevent admin access. Admin
accounts should be reserved for use ONLY in modifying the operational
parameters of the computer (install/remove software, create/remove accounts,
running complete system backup software, defragmentation, etc.) By running
in a limited user account you protect the system for inadvertant actions
-- such as clicking on trojan attachments -- as they won't have privilege to
install; at most they can only corrupt the user account.
I wouldn't expect a simple ZIP/UNZIP process to encounter the next
situation, but... Under Windows, a user NAME is not the criteria the
security system uses -- each user account is created with a pseudo-random
number. In some situations, an account can become so damaged that one may
delete the account, and create a new account with the same user name -- but
the new account has NO access to the files created in the previous account
as the account number used by the security system is different. Possibly
something in the backup/restore IS recording user account number, and
objecting because they are NOT completely identical.
Also note: the security control in XP Home is much less
sophisticated than that in XP Pro. In XP Pro one can, using the command line
tools, create new classes of users (a common one is "power user") and set
files to permit access only to certain groups of users, or explicitly list a
single user -- and set controls for read, write, execute, modify, etc.
