In my original message (to which you replied) I suggested ADDING a surety
value code to those that exists now (12DPM) -- the suggestion would
incorporate a value for embedded citations -- so the NEW surety value codes
could become 12DPME (the E represents EMBEDDED citation).
Then the surety code could be used to designate an embedded citation.
A citation could still be excluded.

We can not do this now -- it is a proposal.
I think you are confusing excluded citation with embedded citation.
