Teresa,
What about when the name of the whole place changes? I do a lot of Norwegian genealogy and at one point in history they renamed all of their districts. Bratsberg became Telemark, Kristians became Oppland, etc. I have been using the name that was current at the time of the event but I am beginning to think that that is not the best idea. I think it would be much more comprehensible to people who read my information if I used the current form of the name. What do you think?

Robert,
What you need is two places. One will be Rowan County, NC. The other will
be Burke County, was once part of Rowan County, NC. I don't have an issue
with those actually being two separate places in my database. Another thing
I have is a county name change tag where I record that the person lived in
Rowan County, but part of it became Burke County, and even though they
probably didn't move, they then lived in Burke County.
