"Yes" explains the original problem. It was a list of events with no
citations report/filter that I was trying to modify. It makes sense that
names/relationships would not be filter options in that kind of report as
those two groups are not events.
That said, it would be nice to see "tag type group is" added to the filter
options for "List of People" reports to get all the relationship tags
without filtering on each individually.
