As a splitter, my "Source" is a household, primarily so I CAN attach
the image of the census to it. Thus every tag that uses that source
links up to the image in SS (if you follow the links from sentence to
citation to source page).

Did you look at using VFI to fix the exhibit links? as long as the
file name is unique it should have worked.
