The language translations are in strings.dbf, but the setting for the current interface language is in the app.ini. Change to a different interface language and examine app.ini and you will see that.

Yes, your custom language itself would be restored to strings.dbf by the restore if you had it included in the backup. But making it the active interface language (and thus the default language for Sentences, etc.) requires a change in app.ini, which would have to be done manually (by use of the File > Languages menu) if you didn't restore the app.ini.
