I just did a TMG restore after a hard drive failure. After I restored TMG to
my new HD. I manually copied files that were newer than my backup. I keep my
exhibits in a single folder that is not the default folder. TMG's restore
function put everything back just the way it had been - even though I did
not use the default folder.

Seems to me that the term "legitimate user data folder" could be
replaced with the term "default data storage path". I won't go so far as
to claim that every user would understand that, either. However, the
default paths are explained (IMHO, adequately and clearly) in Help.
My point to Darrell (which I thought was totally clear and concise--and
accurate) was that when the user deviates from the behavior the program
expects, that user must expect to make up for his/her deviation. The
case of exhibits is a prime example. To wit:

If the user stores all his/her external exhibits in the
%userdata%\Projects\Exhibits folder (per the program design), the TMG
backup/restore works fine.
If the user stores his/her external exhibits in any other place, or in
subfolders, the TMG backup/restore does not adapt to that.
