Yes, I deleted one local sentence is L=SS1 and get the "(default)" suffix, indicating that the sentence is blank (even though I see a sentence <g>).

This should mean that TMGU will allow the sentence to be changed (allowing the local sentence in L=English to be copied to L=SS1).

I deleted the autostart.lng file and re-ran the TMGU procedure. The sentence was not changed, the log reporting:
Events with custom sentences=21
... and ENGLISH sentence=21
... and SS1 sentence=21
Event sentences changed=0

I would have expected to see SS1 sentence=20 (not 21), and sentences changed=1.

(BTW, the number of local sentences is down from 29 to 21 because I created a couple more global sentences, which did away with a few local sentences).

Looks like some other problem here that I'm not spotting.
